Managing Risk in Education

Managing risk in education is a large and important undertaking, mainly because of several key factors; the sheer number of risks and hazards, vulnerability of the clientele, expectations from parents and the public, and transparency of operations.

In addition to typical issues found in most buildings – such as fire safety, electrical hazards and machinery – schools must deal with the many risks specific to their sector that are present in labs, shops, food services, transportation, pools, arenas, gymnasia, sports activities, groundskeeping equipment, building and property maintenance tasks, play areas, residences, etc. The list seems endless, and there are more risks to manage in education than any other sector by far. Because schools are expected to provide a safe learning and play environment for children, the magnifying glass focuses squarely upon the administration the moment there is an event that might cause injury.

We need go no further than the playground for an excellent case study in risk management; playgrounds and structures are a tremendous source of joy and activity for a child during playtime, but these areas can also be risky if hazards are not identified and corrected through regular inspection and maintenance. A CSA standard requires frequent visual checks as well as detailed monthly inspections to be carried out, and any special preparations for seasonal operations (e.g., summer, winter) should be considered. Failure to complete and fully document hazard identification and control measures will increasingly expose the school administration to potential liability.

The same is true for every single hazard and risk where there exists a reasonable standard by which the school might be measured; a statute, regulation, standard, code of practice, guideline, etc.

Five Steps to an Effective Risk Assessment

  1. Make a list of all potential hazards including physical conditions, omissions and unsafe acts.
  2. For each item, determine the “Who, What, Where, Why and How”
  3. Evaluate the risks and if current precautions are adequate or require modification
  4. Monitor the situation and record results
  5. Review assessment and revise as necessary
